145.A.35(d) — continuation training for certifying staff and support staff
(d) The organisation shall ensure that all certifying staff and support staff receive sufficient recurrent training in each 2-year period to ensure that they have up-to-date knowledge of relevant technologies, organisation procedures and safety management, including human factor issues.
What it requires
145.A.35(d) is the recurring half of the personnel-competency system that 145.A.30(e) sets up. It applies only to certifying staff and support staff — the people who sign for maintenance or hold a Part-66 licence and work in base maintenance without certification privileges — and it sets a fixed cadence: sufficient training in each 2-year period, not a fixed number of hours or a named course. The purpose is stated directly: keeping this group’s knowledge of relevant technologies, organisation procedures and safety management, including human factor issues, up to date. Point 145.A.35(e) adds that the organisation must run this as a programme, with a procedure covering both this point and the Part-66 licence requirements, and the standard for judging “sufficient” is set out in AMC1 145.A.35(d).
Who it applies to
Certifying staff and support staff, as defined in 145.A.35(a): support staff are those holding a Part-66 licence in category B1, B2, B2L, B3 or L who work in a base maintenance environment without necessarily holding certification privileges.
