145.A.70(a) — contents of the maintenance organisation exposition
(a) The organisation shall establish and maintain a maintenance organisation exposition (MOE) that includes, directly or by reference, all of the following: (3) the title(s) and name(s) of the person(s) nominated under points 145.A.30(b), (c) and (ca); (4) the duties and responsibilities of the persons nominated under points 145.A.30(b), (c) and (ca), including the matters on which they may deal directly with the competent authority on behalf of the organisation; (12) the procedures specifying how the organisation ensures compliance with this Annex;
What it requires
145.A.70(a) lists, among the 17 items the maintenance organisation exposition must contain, the material that ties training and competency to a named, accountable structure: the titles and names of the persons nominated under 145.A.30(b), (c) and (ca), and their duties and responsibilities, including what they may deal with directly with the competent authority. Item (12), the procedures for ensuring compliance with the whole Annex, is where the organisation’s 145.A.30(e) competency procedure and 145.A.35 continuation-training programme actually get written down. EASA’s guidance on a suggested MOE table of contents places this detail in Part 3 of the exposition: chapter 3.9 is titled “Certifying staff and support staff qualifications, authorisation and training procedures” and chapter 3.19 “Competency assessment of personnel” — the two chapters most guide pages on this site point to when they say “the procedure is in the MOE.”
Who it applies to
The accountable manager, who signs the exposition statement, and the nominated persons under 145.A.30(b), (c) and (ca), whose titles, names and duties the exposition must record. In practice every department that 145.A.30(e) competency and 145.A.35 continuation training cover is described somewhere in the MOE’s Part 3 management-system chapters.
