CAMO.A.305(g) — competency of CAMO personnel

Source: EASA Easy Access Rules for Continuing Airworthiness, September 2025 · Checked

(g) The organisation shall establish and control the competency of personnel involved in compliance monitoring, safety management, continuing airworthiness management, airworthiness reviews or recommendations, and, if applicable, issuing permits to fly, in accordance with a procedure and to a standard agreed by the competent authority. In addition to the necessary expertise related to the job function, competency must include an understanding of safety management and human factors principles appropriate to the person’s function and responsibilities in the organisation.

What it requires

CAMO.A.305(g) is Part-CAMO’s twin of 145.A.30(e): an outcome, not a syllabus. The continuing airworthiness management organisation must establish and control the competency of the personnel it involves in compliance monitoring, safety management, continuing airworthiness management, airworthiness reviews or recommendations and, where applicable, permits to fly — under a procedure and to a standard agreed by the competent authority. Beyond job-function expertise, competency must include an understanding of safety management and human factors principles appropriate to each person’s function. The working detail sits in AMC1 to AMC5 CAMO.A.305(g) — competency assessment, the assessment procedure, safety training including human factors, other trainings such as fuel tank safety and EWIS, and initial plus continuation training — with the initial safety training syllabus in GM2 CAMO.A.305(g).

Who it applies to

The rule names the populations directly: personnel involved in compliance monitoring, safety management, continuing airworthiness management, airworthiness reviews or recommendations, and issuing permits to fly. AMC3 CAMO.A.305(g) turns this into a staff list for safety training: nominated persons and line managers; persons involved in compliance monitoring or safety management processes; airworthiness review staff; technical support personnel such as planners, engineers and technical record staff; personnel developing, amending or reviewing the aircraft maintenance programme or working on reliability; and contract staff in those categories.

UK position

The UK’s retained Regulation (EU) No 1321/2014 carries its own Part-CAMO with the CAA as competent authority. UK AMC/GM text is login-gated and is not quoted on this site; the competency-with-safety-management-understanding expectation for CAMO personnel carries over into the UK framework.
