What it requires

Appendix I to Part-66 sets the basic knowledge requirements examined for each Part-66 licence module, with a knowledge level (1, 2 or 3) fixed for each sub-module and category. Regulation (EU) 2023/989 replaced Module 10, Aviation Legislation, from 12 June 2024: it grew from seven sub-modules to ten, adding independent certifying staff (10.4, level 3 for category B only), oversight principles in continuing airworthiness (10.8) and cybersecurity in aviation maintenance (10.10), both new at level 1. Module 9, Human Factors, was renumbered from Module 9A running 9.1 to 9.9 to Module 9 running 9.1 to 9.10, gaining a tenth topic. Appendix II to Part-66 was amended alongside Appendix I: Module 10 dropped its essay question and is now examined by multiple-choice questions only, 32 for category A in 40 minutes and 44 for categories B1, B2, B2L and B3 in 55 minutes, with the 75% pass mark unchanged.

Who it applies to

Part-66 licence candidates sitting Module 9 or Module 10 in an EASA member state or a state applying EASA rules by agreement, and the Part-147 approved training organisations that teach and examine them.

UK position

UK Appendix I is unchanged by Regulation (EU) 2023/989. Module 10 still runs 10.1 to 10.7 and Module 9A still runs 9.1 to 9.9, and the UK’s Appendix II still requires an essay question for Modules 7A, 7B, 9A, 9B and 10.
